Laguna Harbor is located on Bolivar Peninsula
on the Gulf Intracoastal Waterway between 17th
Street and 23rd Street in Port Bolivar, Texas.
To view the property by boat, travel east approximately
one half mile from the mouth of the Gulf Intracoastal
Waterway as it meets Galveston Bay.
To view the property by car, travel on Texas 87
to Loop 108. From west: Turn left on Loop 108.
Turn left on 23rd Street. From east: Turn right
on Loop 108. Turn right on 23rd Street. Proceed
north to the Gulf Intracoastal Waterway.

the developer of Laguna Harbor?
Laguna Harbor is being developed by The Crown
Team Texas. Collectively, principals of the Crown
Team have more than 100 years of experience in
construction and development. The Crown Team is
a partnership of the following entities:

ARCON Architects, a multi-faceted, commercial
and residential architectural firm, was established
in 1991 and has served as “township architects”
for Laguna Harbor from its conception. Stan
Cromartie, AIA and his staff worked with the
owners to conceptualize the development, drawing
inspiration from West Indies coastal designs
that are not only functional, but also distinctive
in character.
A clear goal of the developers of Laguna Harbor
was to offer a variety of high-end properties
that worked together as a compatible whole.
ARCON assisted with land-planning services and
established the Architectural Guidelines and
Design Regulations to accomplish the goals.
The firm also designed the Showcase Center and
the unique Harbor Houses, structures that exemplify
the style of the waterfront community. The firm,
which excels in integrating interior and exterior
spaces in its work, will also design homes for
several of The Estate and The Cove properties.
- Crown
Team Construction, LLC is a design/build general
contracting firm providing commercial and residential
construction services. Crown Team was established
by a group of Southeast Texas businesspeople
who recognized the need for a construction company
that can provide a total turn key solution from
design to move in. The key objective in the
formation of the The Crown Team was to provide
homeowners in Laguna Harbor with a level of

Crown Team Construction will serve as “township
builder” for Laguna Harbor building Laguna
Harbor’s Showcase Center, Harbor Houses
as well as inventory and custom homes in The

Laguna Harbor flood insurable?
Yes, the property is flood insurable under the
Federal Emergency Management Association (FEMA).

Who
provides the utilities to Laguna Harbor?
Water is provided by Bolivar Peninsula Special
Utility District which recently completed a $30
million upgrade to the Lower Neches Valley Authority
water supply.
Sewer is provided by Bolivar Utility Services,
LLC a private utility company related to The Crown
Team.
A central piped propane system is being installed.
Underground electrical power is provided by Entergy.
How are the
streets constructed?
Crown Team Texas has elected to install concrete
streets instead of a less expensive solution.
Both The Estates and The Cove feature boulevards
with esplanades.

How
large are the canals?
The main canals at Laguna Harbor range in depth
from 6 to 10 feet and in width from 100 to 200
feet. The Grand Harbor’s 334 foot width
and deep-water access will accommodate the largest
private yachts. More than half a million cubic
yards of material were moved in the excavation
of the canals.

How
are the canals constructed?
The bulkheads are constructed of solid concrete
rather than synthetic materials to keep their
strength and integrity for many years to come.
The bulkheads consist of 14 to 20 foot panels
with 3 feet of bulkheading above the tide level
and a 3-foot concrete cap.

Who
maintains the canals?
The canals are maintained by the Property Owners
Association. Separate assessments and segregated
funds are designated for any future canal and
bulkhead maintenance.

What
types of homes will be built at Laguna Harbor?
There are four different types of homes available
in separate sections at Laguna Harbor:

The Estates: The Estates, with its own private
gated entrance, is an area designed for custom
homes with 37 spacious, half-acre residential
home sites. Many of the home sites in The Estates
have sunset views and face Bolivar’s scenic,
protected natural reserve.

Cove: Across the channel and in the heart of
Laguna Harbor is The Cove, a collection of 50
exceptional quarter-acre home sites with a true
neighborhood feel.
- Harbor
Houses: Conveniently situated along the perimeter
of the property, Harbor Houses combine the luxury
of waterfront living with the convenience of
a boat slip directly at the front door. Here,
50 zero-lot-line homes feature four different
two-to-four bedroom townhome-style floor plans
and several uniquely designed elevations. Our
top architects and builders collaborated to
create exquisite living spaces that include
custom storage systems and New Orleans style
courtyards.
- The Village: At The Village, three luxury condominium plans provide a close-knit community life. Many of the amenities include high ceilings, closet systems and several spacious “exterior living spaces” and decks over the water. Plus, each home features a fixed dock system and slip with the choice of an open slip or covered slip to accommodate a sling system.

Am I
required to build in a certain amount of time?
Construction of the primary structure (not just
boat house, carriage house or other ancillary
facility) must begin within 24 months. If construction
does not begin, Laguna Harbor will have the Option
(not obligation) to repurchase lot at the original
purchase price of the lot.
As The Estates or The Cove feature custom-built
homes, who can design and build the homes?
Only approved architects, home designers or builders
who meet the following criteria can build in Laguna
Harbor:

The company must be bonafide, registered and
licensed in the State of Texas.

The company must be a member of a professional
association.

The company must have a letter of reference
from its bank.

The company must demonstrate a clear understanding
of the substance and process of the design guidelines
and must agree to comply.

How
large are the boat slips at Laguna Harbor?
Laguna Harbor features the largest private docking
facilities available on the Texas Gulf Coast.
Each home site in The Estates and The Cove comes
with an area for the property owner’s docking
facilities that is the width of the home site
and 30 feet beyond the bulkhead into the canal.
Each Harbor House includes a floating concrete
dock system that provides an 8-foot wharf and
2 dock fingers that vary between 40 to 80 feet
in length, depending on the location within the
development.
